On September 13-14, 1991, the Federalist Society hosted its fifth annual National Lawyers Convention at the Mayflower Hotel in Washington, DC. The conference was titled "Individual Responsibility and the Law." The second day of the conference included a panel on "Personal Responsibility in Criminal Law."
