The Minister of Information and Communication Technology has refused to impose a timeframe on when the much-awaited Access to Information (ATI) Bill will come into effect.
Dr Peya Mushelenga says by virtue of the separation of power principle, he cannot dictate to lawmakers in the National Assembly how or when to pass any piece of legislation.
