Illegal party-goers have been told to get tested after Victorian authorities suggested social gatherings contributed to the state's spike in COVID-19 cases.
Victoria has posted 1,143 new local COVID-19 cases and three deaths as Premier Daniel Andrews announced mandatory vaccines for authorised workers.
The numbers come from 62,883 tests in the previous 24 hours.
